Registering And Voting Absentee
If you are a United States uniformed services member on active duty, a Merchant Marine member, spouse or dependent thereof, or a United States citizen residing outside of the United States, you can use the Federal Post Card Application (FPCA) to register to vote, to request an absentee ballot (if you are already registered), or to do both at the same time. You get the FPCA from a Voting Assistance Officer or through the Internet at www.fvap.gov. The FPCA request for an absentee ballot will be effective for all elections through the next regularly scheduled general election. If the FPCA is not available, phone or send a written request by mail, fax, or e-mail to the Supervisor of Elections and a voter registration application or absentee ballot will be sent to you. By law, absentee ballots must be transmitted to military and overseas citizens at least 45 days before each election.
If you are a United States uniformed services member on active duty, a Merchant Marine member, absent stateside or overseas from your place of residence, a spouse or dependent thereof (who is also absent due to the member’s absence), or a United States citizen residing overseas, you may have your absentee ballot either faxed or e-mailed to you (up through Election Day), in lieu of receiving it by regular mail.
If you include an e-mail address with your absentee ballot request, the Supervisor will notify you by e-mail that your request has been received. The Supervisor will also provide you the estimated date the ballot will be sent to you and let you know when he or she has received your voted ballot.
Once your ballot is voted, it should be returned to the Supervisor of Elections so that it is received no later than 7 p.m. Election Day, regardless of how it was received. Carefully follow the instructions sent to you with your absentee ballot to ensure that it is counted. Sign and date the absentee ballot certificate to ensure that your ballot is counted. Unless you are overseas, you must return your voted ballot by regular mail. If you are overseas, you can return your voted ballot by fax or mail by following the instructions with your ballot.

Federal Write-in Ballot
If you have not received your ballot two weeks before an election, contact your county Supervisor of Elections. If it is getting close to Election Day and you still have not received your absentee ballot, you can use the Federal Write-In Absentee Ballot (FWAB) to vote for federal office races only. The FWAB is a back-up absentee ballot, but in order to use it, you have to be a registered voter and have previously requested a regular absentee ballot. Only uniformed services members on active duty or a Merchant Marine, either of whom is absent stateside and overseas from his or her place of residence, a spouse or dependent thereof (who is also absent due to the member’s absence), or a United States citizen residing overseas, can use the FWAB.
When you fill in the FWAB, mark your choice either by writing in the name of the candidate or by writing in the name of the political party, in which case, the vote cast will be counted for the candidate of that political party, if there is such a party candidate on the ballot.

State Write-in Ballot
Under certain circumstances, as an overseas voter, you can request a state write-in absentee ballot from your county Supervisor of Elections. You may request the ballot 180 days (6 months) before the general election. You can vote the state write-in absentee ballot only if military or other contingencies will prevent delivery of the official absentee ballot to you during the normal absentee voting period. In completing the ballot, you may designate your choices either by writing in the name of the candidate or by writing in the name of a political party, in which case, the ballot must be counted for the candidate of that political party, if there is such a party candidate on the ballot.
The earliest date to request a State Write-in Ballot for the 2012 General Election is May 10, 2012.

An individual, or accompanying family member, who has been discharged or separated from the uniformed services, Merchant Marine, or from employment outside the territorial limits of the United States, after the deadline to register for an election, who is otherwise qualified, may register to vote in such election at the office of the Supervisor of Elections until 5:00 p.m. on the Friday before that election. Such persons must produce sufficient documentation showing evidence of qualifying for the late registration pursuant to this section.
